LUV IN ACTION
The Consell of the Valencian Government yesterday approved the future plans for both territorial and urban development in the Valencian Community. This document in effect develops part of the new Valencian Land Laws, better known as LUV, and sets the amount of land that is declared as non-buildable, and is more familiarly known as 'meter for meter' in that the owners of land being re-qualified should cede an equal amount as 'protected land'.
(( NB.Not accurate - the promoters must find other land for this "exchange"- whowill pay for this? Will it be part of the costs that can be put onto currentproperty owners? To be decided by the courts, probably.))
In later declarations, Rafael Blasco, the Conseller for the Territory, stated that these new declarations 'were perfectly in line with the European Union directives over contracting'
(( Of course he also says that this compliance is possible because the urbanization process does not normally fall under these rules in the first place-double speak! The Valencian Superior tribunal has rendered decisions on both sides of this issue, which will likely only be settled by the EU Court of Justice. CVS)).
They also oblige every townhall in the Community to send the Conseller an annual accounting of the urbanizing process in each municipality.
