FYI: A more comprehensive comment on Mr.Blasco's alleged rebuttal of the Petitions Committee Fact Finding mission's report was sent to Spanish language newspapers last evening. According to our current information, despite Mr. Blasco's remarks, no document from the Valencian Government on this matter appears to have been received at the European Parliament. CVS

AUN ANSWERS After viewing the lead story in this newsletter yesterday, the Valencia Life Network has received this reply from the Abusos Urbanisticos-No collective:"While AUN is interested to note that Sr. Blasco has finally realized the importance of the European Parliament, which he dismissed as irrelevant after the Petitions Committee fact finding mission last May-and refused to meet, some facts need to be set straight. The LRAU, of which he was one of the authors when he was a member of the Socialist party, came into effect long after Spain had joined the EuropeanCommunity (now the EU). Hence European laws, treaties and norms should have been and should now be respected. This includes those with regard to the environment, and especially human rights, including those of property owners and contract law, for example. The petitions committee, as Mr. Blasco would know since he has presumably read its report, did not call for a halt to construction. It instead called for a moratorium on the approval of new development plans until the proposed new law to replace the LRAU, and which should also be fully in accord with EU laws and norms, comes into effect. Mr. Blasco will also recall that his government, on July 30, 2004 issued a directive to Mayors and town halls to respect the principles of the newlaw (LUV), which, oddly had not even been completed at that time. Subsequently he stated the LRAU would remain in force until the new law is approved and goes into effect, perhaps not before the end of 2005. Along the way, Mr. Blasco has forgotten his pledge to consult widely on the content of the new law, for example cancelling his announced December meeting with Foreign Consuls at short notice, and ignoring submissions invited from - for example - our association, which comprises both Spanish and foreign property owners. Nor does the most recent draft of the law contain the principal recommendations of the Syndic de Greuges in his special reports on the land laws. AUN will have further comment when it has the full text of the submission to the European Parliament by the Valencian Government."
