ABUSOS URBANISTICOS NO media release on the July 27, 2004 meeting in the European Parliament in Brussels

(BRUSSELS, JULY 28, 2004) Abusos Urbanisticos No (AUN), a civic action group fighting the land laws in the Valencian Community, welcomes the overwhelming adoption by the European Parliament's Petition Committee of its report on land law abuses and a water diversion scheme in the region. The motion to adopt the report was affirmed by 14 votes in favour, three against, with three abstentions. Even those not supporting the motion agreed that the subject matters were of sufficient concern to merit the further interest and attention of the European Parliament. The adoption of the report should provide welcome impetus and support for the Valencian Government in its efforts to replace the widely criticized current land law (the LRAU). It should also encourage that government to ensure that new laws are in full conformity with European laws and norms. The provisions of the Spanish Constitution, especially those protecting the rights of homeowners must also be respected. In endorsing the report, the meeting at the European Parliament in Brussels repeated the call for an immediate moratorum on the approval of new urban development schemes, pending the entry into force of such a legal framework, once adopted by theValencian Legislature. In his statements to the Parliament, AUN President, Charles Svoboda, supported by AUN members Vidal Fernandez Montoro, (Vice President of a homeowner's association in Castellon) and Christina Werner-Schukall (AUN's German Speaking Group) echoed the sense of the meeting in urging theValencian Government to accept the decision as a positive contribution to its efforts. For its part, AUN will continue to provide constructive criticism and suggestions as invited by the Valencian minister responsible for Housing and Development. AUN is pleased that the petitions which resulted in the Parliamentary FactFinding Mission to Valencia last May will be kept open before the EuropeanParliament which itself will monitor progress. The Valencian delegation comprised senior officials. The European Commission also provided expert testimony on July 27 and will return to the next Petitions Committee meeting to finalize discussion on the Jucar - Vinalopo water diversion scheme.
