Noah's Arc Today

A little updated Bible story, if Noah lived today... The Lord came to Noah in Canada in the year 2003. Earth was wicked and overpopulated. The Lord instructed Noah to build an ark and save two of every living thing along with a few good humans.

Here's the blueprint," said the Lord. "Hurry. In six months I start the unending rain for 40 days and 40 nights. Six months later the rain came down. The Lord looked down and saw Noah weeping in his flooded yard -- and no ark. "Noah," He roared, "Where's my ark?"

"Forgive me, Lord," begged Noah. "Things have changed. I needed a building permit. I've been arguing with the inspector about the need for a sprinkler system. My neighbours claim that I have violated the zoning laws by building the ark in my yard and the height limitation is being exceeded."

"We had to go to the Development Appeal Board for a decision. Then Transport Canada and the Department of Highways and Hydro One wanted a bond posted for the future costs of moving power, trolley and other overhead obstructions to clear the passage for the ark's move to the sea. I argued the sea would be coming to us, but they would hear nothing of this."

"Getting wood was another problem. There's a ban on cutting local trees in order to save the spotted owl. I tried to convince the environmentalists that I needed the wood to save the owls. No go! I gathered the animals, but then I got sued by an animal rights group. They insisted I was confining wild animals against their will. As well, they argued the accommodation was too restrictive and it was cruel and inhumane to put so many animals in so confined a space."

"Environment Canada decided that I could not build the ark without filing an environmental impact statement on your proposed flood. I'm still trying to resolve a complaint with the Human Rights Commission on how many minorities I'm supposed to hire for my building crew. The trade unions want me to hire only union trades people with ark building experience. To make matters worse,Canada Customs and Revenue Agency seized all my assets, claiming I'm trying to leave the country illegally and with endangered species."

"So, forgive me Lord, but it would take at least 10 years to finish this ark."

Suddenly the skies cleared and the sun began to shine. A rainbow stretched across the sky. Noah looked up in wonder. "You mean you're not going to destroy the world?" he asked. "No," said the Lord, "your government already has!"

Wir möchten allen Besuchern unserer Video-Show im Club Fustera am vergangenen Dienstag für ihr Kommen herzlich danken. Wir hoffen, dass das Treffen auch für Sie interessant war, auch wenn die Filmvorführung in englischer Sprache stattfand. Leider gibt es , soweit wir wissen, kein anderes Land außer England, das über unser Problem mit LRAU bisher berichtet hat. Wenn Sie irgendeine Sendung in Deutschland kennen, die darüber berichtet hat, teilen Sie uns das bitte mit. Vielleicht kann man Kopien davon bekommen, um sie hier in Spanien bei einer ähnlichen Veranstaltung zu zeigen.

Our thanks to those who attended the Video Show at Club Fustera on Tuesday. We hope the meeting was of interest despite being in English. Unfortunately, as far as we are aware, Britain is the only country to have covered the problem with reports on television. If you know of any television programmes which have been shown in German, for which copies can be obtained, please contact us in order that they may be viewed at future similar events.

Das neue Landerschliessungsgesetz (LRAU) schützt die Rechte der Grundstückseigentümer.

Die Sekretärin des Umweltsministeriums, Cristina Serrano, versprach gestern den Vertretern der ABUSOS URBANÍSTICOS NO-Bewegung, die Interessen und Rechte der Grundstückseigentümer in den neuen urbanistischen Normen, die das polemische und gültige Regulierendes Gesetz für Urbanistische Tätigkeiten (LRAU) ersetzen werden, zu schützen. Die Verantwortliche des Ministeriums, das Rafael Blaso leitet, gab dies gestern auf einer Versammlung mit den Mitgliedern der oben erwähnten Bewegung bekannt, die eben deshalb gegründet wurde, um diesen Missbrauch, den die erschliessenden Baumeister unter dem Schutz des LRAU treiben, anzuzeigen. Die Bewegung entstand aufgrund der Anzeigen von einer Gruppe von ausländischen Grundstückseigentümern in der Comunidad Valencia, die von „Missbrauch“ bei der Enteignung durch den erschliessenden Baumeister gemäss LRAU betroffen waren.

Charles Svoboda, Vizepräsident der Bewegung, drückte seine Befriedigung nach dem Treffen aus. „Die neue Abteilung für Urbanismus zeigt mehr Bereitschaft zu einem Dialog,“ sagte er. Er fügte hinzu „Unter anderem hat man uns versprochen, dass unsere Forderungen bei einem neuen Gesetzesentwurf in Betracht gezogen werden sollen“.

Nichtsdestoweniger betonte der Sprecher der Bewegung, dass die Forderungen und Initiativen – darunter eine Anzeige beim Europäischen Parlament – solange weiterlaufen werden bis man feststellt, dass das neue Gesetz „tatsächlich“ die Interessen der durch die Urbanisierungsprojekte betroffenen Grundstückseigentümer verteidigt. Wir ermuntern auch die restlichen betroffenen Eigentümer, ihre Klagen und Anzeigen während der Abfassung des neuen Gesetzes vorzubringen“, kommentierte Svoboda.

Letztendlich versicherte der Vizepräsident der AUN-Bewegung, dass, im Gegenteil zu dem, was das Ministerium für Boden und Wohnungsbau behauptet, die Anzeigen der Eigentümer sich negativ auf den Sektor ausgewirkt haben. „Es gibt viele Ausländer, die, nachdem sie von den urbanistischen Normen Kenntnis hatten, Immobiliengeschäfte im Land Valencia verschoben oder ganz aufgegeben haben.“

The following is a copy of the letter sent by an AUN member to Snr. Monsonís, the Spanish MEP who originates from the Valencian region and who has promised his support to the Abusos-No. (An English translation follows the original letter).

Primero le agradecemos su apoyo a la Asociación "Abusos Urbanisticos No". Le alentamos en su lucha contra la aplicación depredadora y abusiva de la LRAU. En sus años de existencia seguro que los propósitos sociales originales de la LRAU no se han cumplido. Ahora parece que la reforma cosmética de la Ley tampoco hace mucho para proteger a los pequeños propietarios del peligro de expropiación forzada y/o la obligación de asumir cargas urbanísticas astronómicas.

¿Cómo en un país europeo, miembro de la EU, se permite a estos agentes urbanizadores robar a propietarios existentes indefensos? Ya han arruinado la vida de tantas personas.

¡Basta ya!

En esta Comunidad ya se ha arruinado casi todo la costa y ahora quieren hacer lo mismo en la montaña. Nosotros somos vecinos de El Aljibe en Tibi (Alicante). Un cambio de alcaldía nos ha salvado (por el momento) de un plan de unos urbanizadores que quieren hacerse ricos, destrozando el millón y medio de m2 del hermoso entorno montañoso del Maigmó. Pero la amenaza planea.

Le pedimos que haga todo lo que pueda en los ámbitos del Parlamento europeo para aumentar la presión necesaria para lograr una reforma "real" - o aún mejor - la abolición de esta Ley.

English translation of the above letter.

Thank you for the support you are giving AUN and we encourage you to help in
the fight against the abusive application of the LRAU. The original social
objectives behind the the LRAU have not been met. The cosmetic reform of
the law proposed will not do much towards protecting small property owners
from the danger of forced expropriation and/or the obligation to assume
astronomical development charges.

How can a European country, member of the European Union, allow "agentes
urbanizadores" to rob existing, defenceless owners? The lives of numerous
people have been ruined.

Enough's, enough!

Almost the entire coastline of this Community has been ruined and now the
same is happening in the mountains. We live in El Aljibe in Tibi
(Alicante). Only the change of Mayor has saved us (for the moment) from a
plan to make the developers rich, at the price of destroying 1.5 million m2
of the delightful mountain area of Maigmó. But the menace is still there.

We ask you to do everything in your power within the European Parliament to
step up the pressure necessary to achieve a "real" reform or - even better -
the abolition of this law.
